You are certainly right that the system failed her. The Stark County sheriff, tim swanson, saw nothing wrong with this attack. The special investigator who looked into what happened here, saw nothing wrong. And the grand jury that looked at this attack, said nothing occurred which could be prosecuted under the law.

It sickens me at the thought the police officers involved getting off on procedure or police, as if the moral standard no longer existed. Senior Special Agent Christy S. Palmer obtained audio and video recordings, documents, jail inspection reports, training certificates, a transcript of Steffey's criminal trial and conducted interviews with deputies and jail staffers.
Palmer found no violations of state law, nor substantive violations of jail policy or procedure.

In fact the ONLY ones saying that were the cops...AND not all of them said it either. The next shift at the jail 1 1/2 hours after her assault said the could detect NO signs, or even SMELL of alcohol on her.

As a former Corrections Officer his film is outrageous. It goes against what any Corrections Officer is taught. No male is supposed to be in any room where a female is being striped searched. This is state law across the land and it is Federal law also when a female is involved. Police depts. All over the country are making disastrous errors in judgments when dealing with arrestees. @DickGonad You would think it all started after JFK, but in reality this has been brewing longer then that. Take a look at the history of the 1930's and even earlier during the Prohibition Era. Corporations used their influence and money to "buy" their way into offices such as Harry Anslinger of the Federal Bureau of Narcotics and J Edgar Hoover of the FBI. Both held their positions for 30+ and abused that power to profit. It's been a long time coming.
