Every banking institution -- not only NavyFederal -- is empowered to seize deposits / assets in their custody when a borrow defaults. Try banking at Citibank or Bank of America.

I have done banking with NFCU since 2001 and they have been nothing but benefical to me, my fellow sailors and my family.
