Amakasu have a fake interest "to protect" the Emperor, but all he want is power (and he takes the power humiliating Pu Yi - part 9, 6:00 to 13:02 - just remember Pu Yi was called "Puppet Emperor").
Mainly the Empress HATES Amakasu; she don't like his behaviour but don't describe him exactly as a sinister man - see 9:30 to 10:24 and see the part 8 (13:07 to 15:02).
