In western Uganda, the temperature in the high altitude sometimes plummets to frosty values. This could be a reason for the president's attire. And, since he may have just travelled from the balmy Kampala area, he would have been particularly vulnerable to the temperature difference. I do, however, find his answers a little dodgy and defensive. We were not prepared, Mr President. Sometimes even the seemingly most prepared nations do get lax. There is no shame in admitting failure.
