Actually both are made by the same company Toei in different franchises ,one Metal Hero (Which covered shows like Jansperson, X-Or and Vr Troopers and this ) and Power Rangers sentai. The former was developed as a replacement for the long running Masked Rider series that was cancelled in Japan at the time which covered a more sci-fi and technological route. (though Kamen Rider series Black and Black RX did appear , they were separated by five years .)
