Guys it's real. Imagine you want to record something that's a model like a model train or car.. The depth of field (blurry parts in an image) is greater because your subject is so much smaller..... So, if add more EXTRA depth of field ( blur) to larger objects like Battersby power station here, if gives the illusion that things are tiny. Because when we see images with that much blur and sharpness together it's usually of small things. Actually you can tilt the lens to get this effect.
