The 'fight' with him in the arcade is a sequence where you dodge his watery assaults while running through a desert stage. When you reach him at the end, you finish him off with one blow.
N'Doul is one of my favorite fights throughout the Manga. The anime followed the fight almost to the letter, too. The game made it interesting and all but it really didn't do it justice (not to mention in the game he could summon multiple water spouts, rather in the manga he's only capable of one at a time)
He's kinda like the sniper of Stardust Crusaders... Patiently waiting for hours at a time for his targets to make a move, so he can stealthy snuff them out with a sliver of water through the temple or something.
He's one of my fav character despite being blind....
