That was a LEGO jack stone minifigure, its when LEGO decided to copy Mega Bloks, Kinda like Znap, where they copied K'nex, Or LEGO, WHICH was entirely copied off Hilary Page's Kiddicraft :D.

@ProductionsHead No Jack Stone was designed in late 80's early 90's. And Kiddiecraft failed like hell so they closed production only selling a couple hundred units and I just checked up on when Kiddiecraft started producing bricks and that was in the late 50's. They coppied Lego.
