These tests mean nothing. The friction of any decent bearing under load is already close eanough to zero that it doesn't matter. And the spin time depends on the weight/weight destribution of the wheel. I could make a 4" wheel out of lead that would spin for 15 minutes! Big deal! Don't waste your money on these things.

The wheeel spin while there is no pressure on the bearing does not show what it will do when it has all the weight of the rider on it. spin tests are not an accurate way to test the quality of a bearing.
