It's illegal to touch harmless whales in hawaii, yet theres no rule for touching sharks, which could cause serious damage to flesh with one bite. Though some people wouldn't even dare come 600 feet near a shark, especially great white sharks.
Looks like the boat allowed itself to get in-between mother and calf. If this isn't a clear violation the law needs redrafting to require the operator to move 300 yards away from any whale even if the whales initially "approach", which is of course a bogus excuse 99% of the time employed by the operators as they know enforcement never happens.
