@TheOreo Just create an american live account, buy american banana dollars from a trusted website that will send the code to you via e-mail, and purchase the RBN tracks on the american live account. They will be playable on your regular account as well :)
@TheOreo It is possible to use RBN without living in America. You need to make a US XBox Live account and some US Microsoft points for it, but anything you download with it can be used with your regular XBox live account, provided said account uses the same XBox you downloaded the songs too. It's a bit of a hassle to set up, but RBN is totally worth it.
@TheOreo I live in Australia and I use the Rock Band Network. Create a US account, google "Buy Microsoft Points" and click the second link. There, you'll be able to buy US Microsoft points, add them to your US account and then you'll be able to download and play RBN songs. You'll have to play then on the xbox you bought them on if you want to play with your main account though, or log in to your US account on a seperate controller. Have fun!
