Mr. Pants is a running gag or inside reference put in Rareware's games by its employees. It is very similar to Takata's song in Nintendo games in which Kazumi Tokata was the game's musical director. Yes there is a GBA game that stars Mr. Pants, but that was a game based on the caracter that plays a cameo role in sveral of Rareware's games. Hope that helps.
