This is done more to protect the engine at the end of the straights as the engines rev so high and only had air cooling. Rather than give it more power although giving it more power can be a by product of doing this.
In fact, most likely he is. After a long push at high RPM, when you take your foot out of the throttle, if you cover the air intake for a frame of second(dont leave your hand there too long, you risk breaking the reed valves), you are actually making more gas/oil mixture into the cilinder, making it and the piston more lubricated. Its good for 2 stroke engines, this way your engine will live longer, and will give you a better throttle responso on corner exits.
