@simbafreak: It was not a competition. He received that award for his entire career. Vanessa Paradis (his French girlfriend) helped him recording the tape. He received this award in 1999 only a few months after they decide to be together. That's why he couldn't speak French in front of the audience. I'm sure that now he can do it even if he's not fluent in French. 12 years with Vanessa helps a lot.

Probably because he just felt like it...maybe because for most people, it's a little less pleasant having to speak in front of people than it is to just play a pre-recorded speech.
