by the package on that plane you can also use the packer thats close to plane and pull up on the left or the right side with the motor facing the bottomside of the plane make sure that the thing on the back (that goes up and to the front) is parked as close as possible to the plane than get on that thing and jump one time you should be able to get on the plan

it is weird becuz i only have 96

I got all those and I still only have 98 packages. I'm trying to get 100% completion by

1. robbing all stores

2.owning all properties

3. completing all fire, ambulance, pizza, and police missions, etc.

4. finding all hidden packages

5.completing all story missions and assets

but you don't have to get all packages to get the hunter, I got it after I completed the last mission where you kill Sonny Forelli and his mafia. I only had like 8 packages when I beat that mission.
