1st and 2nd Hokage=after completing udon and moegi's challenge, do ebisu's challenge at the resturaunt next to the scroll store.

Sandaime Hokage=Finish Story Mode Chapter 2, Mission 6

Yellow Flash(4th Hokage)=get the other 41 characters.

For the Combo Rasengan you need to do the Jiraya Hot Springs event.Now I'm not exactly sure what triggers it so just keep going around talking to everyone til you get most of the other jutsus and eventually when you go to the hot springs you'll find Jiraya peeping on Anko and Kurenai which will start the event and the end reward is Combo Rasengan.
