I think it's more of a physics exploit, since if you click the smashboards thread it shows that every character can do this with most of their moves =P
I wonder. For the Down Air, could you execute it just about immediately after your second jump? Since it cancels all momentum, it'd be like doing the full jump and falling, just quicker.
it really helps with characters (most notably bowser) that have major lag as they hit the ground from an attack; with this, there's no lag at all and you can chase an opponent without it.
Wow, that's pretty cool looking. Nice video. I'd like to see someone perfect this. In a few years people will be using it like it was shffl from Melee. It's pretty cool to witness the birth of a new technique, which could possibly be revolutionary, but you never know. Let's keep our fingers crossed.

I saw a vid where someone did it when ever at will and like with short hps so it was crazy ffast. It was used with Lucario's down-air! Insane!!! XD

From what I've seen, it looks as tho you can only do it for 2 jumps...it isn't infinite?

I could only do it twice, but it can be done infinitely. It's just hard. Check out my other videos, I have one where I do it about 7 times.

Hmm, I can see how mindgames can be incorporated, but Lucario's aerials (minus fair) put out slower than some char like Bowser...
