My wife and I retired to Victoria, but we left after two years. The overall poverty, lack of employment opportunitys, petty crime, and the large number of homeless people, drove us back to Ontario. The government of Victoria are just a bunch of old ignornat Conrad Black types, and they care nothing for the citizens or the homeless. That city has even squashed any ideas of constructing more subsidized housing, but promote building more golf courses for the upper crusters.
I agree with some of what you say... but are wrong in some respects. Victoria has the lowest unemployment rate of any major city in Canada. There are tons of jobs in Victoria for people that want them, but many homeless people do not want a 9-5. Also it is known that many of the homeless that come to Victoria are not from the area, and come seeking warm weather. Quite often from Quebec and Ontario, where it is much much colder. But other than that i agree about affordable housing and such.

Example: Island Breweries was paying $10. per hour, while Labattes and other Canadian breweries were paying $23. (and yet the beer was the same price on the shelf). Some Victoria employers also only offer 30 hours a week, so they do not have to pay stat holidays. Most people I met there had two half week jobs, and some worked for cash, which is common there.
The fact remains, the majority of street people do not want employment... regardless of meaning. It's not like a normal person says... hey Island Breweries only pay $10? I guess i'll go live on the street and do heroin. Most homeless ppl do not want a job and if you gave them a good job they probably wouldn't be reliable or hard working. Hello marinez - When I lived on Quadra Street in Victoria everyone was collecting bottles to take to some Bottle Depot for refund. One elderly Chinese lady on our street was mugged for her bottles. Hello martinez - People in Ontario do not collect bottles to earn extra income. All plastic and glass bottles are collected by the government on garbage day for recycle. Many of the people at our church in Victoria worked for less than $10. per hour. Your city is also "The home of the minumum wage", but maybe you did not know that? You also have no idea what welfare pays. They also get free eye glasses, prescriptions, dental work, subsidized housing, even free city bus passes, etc.
And you never responded to the fact that many many homeless people in vancouver and victoria are from other parts of canada. Quebec, Ontario...ect. This would make homeless rates higher here, and lower there. Maybe why you don't see so many in Ontario is because the bus here.
Hello marinez - If your corrupt oriental mayor had any testicular courage, he'd deport all the imported street people who came there from other parts of Canada. Here in Cambridge Ontario we do not have street people, but if we found one, he or she would be taken to the mental institution in Guelph.
It is simply against the law to live on the streets here. Those type of people know that, so they stay in Toronto. Victoria has to introduce tougher laws against living on the street.
Everyone of these people could be doing better for themselves. Part of it is making the clear intention, part of it is follow through. It's not always easy, to be sure, but it is much less difficult than what everyone is told.
