In the USA too most of the population from outside the US (Mexicans, Canadians, Koreans, Russians) etc. don't speak english well. But the difference is that, neither an American nor those others mentioned above feel a guilt or a need to be ashamed of it -- after all its a second language for them and it is given due consideration.
