all deaf people can talk . deaf means that you can't hear. now say if a person is mute then they can't talk. most people who are deaf choose not to speak because unlike kids who have can hear they learn how to speak (meaning pronouning etc etc.) when your deaf you don't learn those things so you learn to read lips which makes speaking correctly more difficult which is why when you hear a deaf person speak they sound like they have a lisp.

@Punkout16 not all Deaf people can speak. Not many learn how. Also many of them don't speak well because they don't know how to do pronounce correctly. And if you want to speak with a Deaf person learn sign!
