That is a window linear actuator. I didn't make the actuator, you could buy that for about $100. I made the system to let it know wether to open or close the window based on the inside and outside temperature. I used an Arduino microcontroller to do the processing. The wires are a type of thermo resistors.
Its easy to make! The actuator is really bad though!
