It is MxPx its the guitarist singing. Normally the bassist sings lead. The singer is just fine. It's a punk band and that's how punk sounds. They took this song and added their own touch to it. It's a VERY common thing that occurs when a band covers another band's song.

@hercmatt86 I thought it was Tom. Which makes sense, because when MxPx played this song in their concerts back in the '90s, Tom would always do vocals.
He sounds more like Joe Strummer than Mike would have.
