That $3 is also used to pay intrest on the loans that our goverment take out from other (overseas, ie. CHINA)governments too.

A thoughtful question. The extra $3 is used to pay for war. Americans don't lose or give up anything because the Federal Government receives funds through many other taxes that we pay (federal excise, business tax, etc, etc)
