The iraqi's refused, then the USA asked again many times over, please sign the oil agreement but the iraqis refused. So now, this is the consequence of iraq leadership failing to give up the oil fields won by conquest by american armies. Iraq refuses to cooperate, so what other option is left for the american forces but to continue the destruction until the iraqi's capitulate.
