The mod is actually really good, you play as a Civil Protection Cop. The intro looks weird, but it's worth the download.

In EP2, yes.

However there were several portal storms between Half life, and half life 2.

The first portal storms simply attracted the combines attention, and they used the portal storms to get to earth.
