You have to take the spider web near the helicopter, combine it with the spiderman glove and use the glove on the SCYTHE of that sucker (his weapon, don't know if scythe is the right english word!) . If you use it on him, that doesn't work. Then he disappears and Fidel gives you the gas. Hope that was helpful!

if one of the tanks point up thats 0 - if one of the tanks points left thats 9 - down 6 and right 3.
