@Jaimetud - In the financial regulatory bill, there is a provision that will have the effect, intended or not intended, of making permanent bailouts of firms that are 'too big to fail.' VAT is separate. VAT is how the Democrats want to pay for much of their spending. So you're confusing one bill for another.
