I wonder if that was the Pepper Steak Man? There was a guy that used to hang out at the Waffle House and out of the blue he'd say "Get your hand out of my pocket!!" While you're sitting there wondering what's up, he'd go off on a rant and always finish by saying "Peppa Steak!" So we all nicknamed him the Pepper Steak Man.
