no, the meaning of that joke is: you may be the one who solves others' problems, but when it comes to your very own problem, you cannot handle it. It's the same line with "Who watch the watchmen", only more dramatic and passive.

The Comedian was a moral nihilist, or he believes that any action that he or anyone else does isn't measured on how it's right or wrong. His vigilantism goes toward what he wants to do w/o the fear of authority guiding him, thus he believes humanity is truly savage as he can be. The Pagliacci joke represents how a comedian can make one laugh, but then makes you wonder: who makes a comedian laugh?

The audience in the Pagliacci opera think its all just a comedia while the actors slaugher each other:
the great clown Pagliacci says he needs help
but there is noone who can help him (cheer up the clown)

Everyone treat it like a joke.
The Comedian has ... seen the truth
but noone can help him (help the superhero) .
He is the only one who sees what is going on ,
but noone takes the clown's/pagliaccio's/comedian's warnings serious.
