Hrmm... It could be possible that they are very much like the Sand People from KotOR. They have masks and certain coverings to help them sustain certain climate and/or weather conditions. It could be possible that they are like humans, just like the Sand People might have been due to the fact that Luigi was scared because he saw what it looked like to him (as you can tell by his expression) a familiar face.
