This mod is un-needed. TC designed it to be controlled by foot. You tap the "tempo" switch and then immediately tap the "on/off" switch and you can scroll through your presets. As opposed to reaching down and pressing preset, you do as i've described above. You can also hold down the "on/off" switch for 2 seconds and it switches from manual mode to preset mode. TC was on their "A" game with this pedal. It needs no modifications. Read your Nova Delay manual

I think the preset flashing is saying that those presets have a tempo specified to the preset, as opposed to the global setting. You can choose if a preset has a tempo saved with it or not by pressing one of the buttons. can't remember which one!
i have a question for you. is it possible if you're friend could make the tap tempo into a external tap tempo jack? so like you could hook up let's say a george L cable into which used to be the tap tempo and hook it to an external tap?

@JAMministryProject you're welcome! I'm not sure why it flashes. I have noticed that it only does it on presets 1,2,4,6,8. It could be intentional or not, as in flashes only on even numbers to help you figure which program you're on without seeing the actual preset display (P4, P5) etc. If you know about where you are, the flash would help... just a guess.
@Ocelot911 I don't have a drawing, but the changes are simply adding parallel connections to the existing points on the circuit board for preset and tap tempo, and their common ground (any other switch/button/pot can be re-routed as well), and through a toggle switch routing these signals to the on-board tap switch. The tap tempo point on the board is permanently connected to the new outboard jack (tip is the stock connection. Sleeve is left open unless another outboard button/switch is wanted.)
@Ocelot911 Although there are no irreversible changes to the circuit, the new holes in the case will certainly raise some eyebrows... Otherwise, I'm confident this qualifies as a warranty deal breaker.
