The reason Sauron wears that armor all the time is because he was stripped of his comeliness after the fall of Numenor. He used to be fairly attractive, but the gods weren't pleased that he destroyed Numenor, so they punished him. He lost his looks, and his ability to be trusted.

@Shadohime If he lost his ability to be trusted, then why..nevermind, it was probably something simple like him using an envoy and not telling anyone it was Sauron who made the rings. The news must have come after all hell already broke loose.
