Thats not a technical for flopping (there is obvious a contact). And it has to be a defensive foul on the black player. Why? He makes a sidestep clearly just befor the contact. That alone is not a problem and not automatically a foul. The problem is: he steps in the whites player's way and the contact is not on his (the black player's) chest but on his side (shoulder, arm). Therefor he has no legal defensive position and is responsible for the contact.
Why not call a simple blocking foul on the guy under the goal? That's why they have the half-circle under the basket in the NBA & some other leagues. It was definitely not a charge.

a flop is when a guy is being backed down, like vlade getting back downed by shaq, and then falling down. That play up there clearly wasn't a flop, and it looked like it should have been an offensive foul.
I am shocked that the center official took that call which occurred opposite side from him in the paint. We need the lead official taking that call. Also...when I looked at the replay it seemed like there was far too much contact to rule a technical foul. The FIBA rule for flopping is there in place only when a specific player continues to flop to the point where it is deemed unsportsmanlike. Usually the person will be warned before a technical for flopping is given out.
Fiba rules do state, that a technical foul shall be called if someone flops. but this is clearly an offensive foul. on top ot that the ref that called it was clearly not the guy who should have made that call. Big opps on that ref.
