This is discrimination based on disability, not on race. police should have, but do not have the proper training they need to deal with people with disabilities. This is a violation of the civil rights act of 1990, public law 101-336, aka the ADA.

For some reason police fail to understand why people with disabilities may not be able to communicate the way non disabled people do. failure to understand and obey police instructions, based on disability.
