Actually I forgot about one (freeware) called Xenophage: Alien Bloodsport (it's on 3D Realms' website)... but it's not very good. Apart from that I'm not aware of any DOS fighting games except MUGEN, which has been converted to Windows.

By the way, searching on YouTube I found another Dos fighting game as well, which you might be interested in, since it's give as freeware by the company who made it. I don't know if you heard of it before, it's called Timeslaughter, and, to be honest, it looks horrible, but I guess it would be interesting to try, just for the laughs.
After taking a look at it... Ubisoft's HQ is in France, so they're French I guess, despite their development being mostly in Canada. Rockstar is American (New York, specifically), but has holdings in Europe and Canada as well.

Shareware version is basically a demo. The full game is available as freeware. Check the video description for the download link.

Of course China makes games. Most of the big names are made in the USA, Canada (Ubisoft & BioWare, for instance), or Japan though.
