UFO souns are too different than this. hmm any electronic stuff can generate that sound. Listen to Daft Punk, they use these effects a lot! When I first listened to them I was thinking: "wow these guys are aliens O.o", now i overuse it a lot too or better, put "Aphex Twin ft Chris Cunningham - Flex" and listen the last part when the light comes.

telepathy. But I think all of them: humanoids, Insectoids and spirits speak by telepathy with normal vocal sounds. But ya, maybe they can use electronic devices to speak xD (i'm not an alien, and i even don't know if they exist or not)
This audio sound is a digital "glitch" caused by interference of some kind in the electronics. After years of editing I recognise that sound immediately. It occurs in home cameras more often than you realise.

The sound is fed in by high frequency or into the scalar wave, not sure. . Believe it or not, but one u can do is to spread that.
