Looks like there's a puppeteer inside. You can see person legs inside the dino legs, making it walk. the color just blends in, so it isn't obvious.

Robots can't make mistakes. I could see one turning and hitting a child by mistake and tail swiping a kid into a comma, but a human could make the same mistake. The reason I thought it was a robot at first was because of how realistically its head was moving, and I doubt a human could make those dinosaur sounds. (But really, who knows what dinosaurs sounded like)
