It can either be a country of its own, populated by its own population which must be safe from foreign- Israeli- theft or it can be a part of Israel, then it cannot be diputed anymore- or it is still under the souvereignity of the international community after the failure in 1948 to build a Jewish AND an Arab state. They claimed that it will only be a few months, and all the Arabs can return to live in the houses of the Jews.

The Arabs found it expedient to keep their refugees in camps for political reasons.
