I don't see any problems here, it can be clearly seen that the tanker is doing everything in its power to avoid the sailboats.. Which is nothing, considering the length of 274 meters and 81347gt.

And if anyone sails in SF Bay with out ever even glancing at a "Rules of the Road", probably wasn't a huge loss to the sailing community. Some of these ships take upwards of 3 km to stop. Shipping > Sailors
