This looks like it was some other game that never got made, got a bit of a facelift, and then was called superman cause someone had the license and figured they might as well use it.

Actually it was always a superman game, the Japanese version is based on the first superman movie and even features music from the movie. The American version couldn't get the license for the movie or the likeness of Christopher Reeve so they altered the plot, graphics and music.
