It *is* being worked on inside. Aside from test firings the only time it sees the light of day is on those rare occasions that equipment gets switched around. Also in the shop: Rock Island 2-10-0 1630 and a three-truck Shay.
Indoors is not a good place to operate a blow-down. And I am pretty sure there is no smoke jack.
