How would they be sending a charge into the water and why would they be sitting in a metal boat at the source of the charge? I would find it more plausible that the light attracts bugs and the fish are jumping for the bugs. Anyone have any input?

I googled. It is called Fire Fishing and only involves light and noise. It only works with certain fish and I believe only during their spawning. They do it in Florida and other places.
