@203207ab I can't speak for this incident personally but most of the infrastructure is aging in the USA. In some areas our water, sewer, bridges, etc have remained unchanged or has only had minor fixes for 50, 75, to 100 years or more. Some communities are replacing infrastructure but it is slow going and at today's prices very expensive, and slow going depending on how much money communities have to spend on new infrastructure.

The infrastructure in the San Fernando Valley where I am in California are crap as well. I think they are getting money from the Federal Gov. stimulus to repair the roads also because CA is broke basically. China is also using a lot of the steel and concrete, driving up prices. Ironic since we are helping indirectly.

A lot of these pipes are very old and cost Millions to replace. It's patching and repairing .
