i dont know about the US in perticular but in the UK and well.. where you live no one really gets much upload speed.... your computer just needs a upgrade in all honestly you will find it be so much better, its not all about the ram your processor is a bit outdated and im guessing you've just got a onboard chipset :P? other than a pc upgrade not much can help ya =/
