you have to beat every level then after beating dark queen do the levels that are left and you will unlock then if you keep doing all of the missions

@KDavisJr86 It was "Look at all those EGGMAN'S robots". I really wish SEGA would stop using recycl'd enemies from Sonic Heroes so much. Those robots weren't the most appealing.
