They offered money to anyone to bring in the scalps of their native american enemies. Some were native Americans who took advantage by killing their tribal enemies and getting paid. Scalping, unfortunately, became a standard thing for some tribes. But white Americans were still paying for Indian scalps in the American West as late as the 1870s.
Realize too that ignorance of others' cultures was rampant at the time, because people were no educated about these people's cultures and history. So while I think this is horribly racist, it's kind of easy to understand why they would trash another culture.
