So...go underwater on the side that points to the unwrecked part of Rivet City.There you will find an accessible door.

BEWARE:The interior is full with radiated water and booby traps.

The whole idea for Fallout, or at least Fallout 3 was essentially "Retro Future" gone wrong. Retro Future being the 1950's idea of the future with flying saucers for cars, jetpacks, TV telephones, and robots everywhere, basically the Jetsons. But there was another idea of how the future would turn out to be during the 1950's, and that was the idea that nuclear holocaust would decimate the face of the earth. So take Retro Future and add some nukes and you pretty much have Fallout 3

The story is that the fourties and fifties style never changed and only progressed technologically, somewhat like the Jetsons. With the fifties also came the Cold War and the threat of nuclear war that would destroy the world. The Cold War never ended. It was China however who set off the first nuke in 2077. The game starts in 2277 but you begin play in 2296.
