Wouldn't the same thing happen if you took a light bulb and put it in a microwave over ? Photons are highly charged particles suspended in a gas - like a neon light tube - right ?

He is asking for funding, and we have to trust he is telling the truth that the apparatus functionally outputs a coefficient of performance greater than 1. However a more effective approach to further R&D might be to instead find and give him the undisclosed needed parts rather than the cash. And since we weren't given a reason to trust the guy, perhaps it would be wise to ask for product rights or some contracted profit sharing in exchange for said parts. This technology has potential.
