The moral perspective of this song is amazing. All the comfortable people rush to help her after she has comprimised her values before God because she is hungry. At what point do we comprimise ourselves? For a million dollars or for food to survive? Makes you think.

Whilst I know that the Thin White Duke is referring to the tired old lady when he sings "God knows I'm good", I often wonder if he isn't privately singing it from his own perspective, if anyone knows what I mean ? If ever any musician is justified in such a boast ( " God knows, I'm good ! " ), I'd say it's Bowie.
Either way it's very clever social commentary and something that is missing in a lot of music nowadays.
Unless I misinterpreted you, I'm going to have to disagree. I don't think the song is saying that it is ok to steal in the right circumstances. I think the message is that people shouldn't allow the situation where the woman has to choose between doing something wrong and going hungry,

I loved the old Bowie song from the late 60's and early 70's - he was so tongue in cheek but even so this one is a real corker :)

You're quite right it's a cracker. Personally, I think Unwashed and Somewhat Slightly Dazed and Janine just edge out this song out.
