He did bail out the banks. But that wasn't really some evil scheme. Unlike most companies, if a bank goes under then everyone does. It's not a gaffe, the speech was about bring the capital gains tax rate (which according to Obama is paid by millionaires) in line with the income tax rate (which is paid by working people). I can see how out of context it makes it sound like Obama is proposing a flat tax, but if you've been following the discussion (or heard the rest of the speech) the context clears it up.
